Double infinitive: perfect tense with modal verbs (IPP)
B1When a modal (moeten, kunnen, willen, mogen, hoeven) appears in the perfect tense, it stays as an infinitive instead of becoming a past participle, leaving two infinitives stacked at the end: "Ik heb het moeten doen".

“Je had moeten vragen: "Is er bezwaar?"”
I'm actually not sure. Maybe people were thinking. Maybe they had an objection but weren't saying it yet. You should have asked: "Is there an objection?"

“Ik heb een dagvaarding laten uitbrengen door een deurwaarder: dat kostte me €231 aan griffierecht en de deurwaarderskosten.”
No, at the subdistrict court you don't need a lawyer for cases under €25,000. I did it myself. I had a summons issued by a bailiff: that cost me €231 in court fees and the bailiff costs. Those costs are now also reimbursed through the order to pay court costs.

“De verkoper is nu in verzuim, want hij heeft de termijn laten verlopen.”
You've already taken the right steps: with that letter you have put the seller on formal notice of default. The seller is now in default because they let the deadline pass. At this point you have two options. The first is the Disputes Committee. Do you know whether the seller is affiliated with it?

“Een commentaar geeft een mening: "Het kabinet had dit tien jaar geleden al moeten doen.”
An analysis gives context without an explicit judgement. "The waiting lists have doubled in the past ten years" is context. A commentary gives an opinion: "The cabinet should have done this ten years ago." In de Volkskrant, commentaries appear on the opinion page, but online that distinction is sometimes less clear.
